Sure, technically the items never leave the game ecosystem but there are people who make their living buying, selling, and even using skins as to back bets. There was a lawsuit about it just last year. It didn't go anywhere but the fact it was filed at all is a step in the wrong direction.

Also remember earlier this year China mandated any game with loot boxes MUST display the odds of winning items. I wouldn't be surprised to see that happen in Western countries. After all games of chance often have disclaimers giving the odds.

I vaguely remember hearing there is consideration for Casinos to be required to adhere to odds standards for their machines and table games. I could be wrong but I don't remember if they have to post them publicly like state lotteries are required but if a casino regulated by a state gambling commision says their slots pay out 95% they have to prove out 95% aggregate payout over an increment of time. I'm reasonably sure tribal casinos are not held to the same standard; they'd be run by the tribal governing body.

It wouldn't take much to change the language of that rule to make it applicable to video game loot boxes. If you can find someone in the Government who understands what they're actually talking about. I'm not sure I want anyone like the Nancy "We need to pass the law before we know what's in it" Pelosi or someone who has to ask their teenager for advice running with this type of thing.
That's easy Valor, EA didn't make CS GO. People will only rage and get their panties tied up when it's oh so evil Electronic Arts. It's that whole double standard thing you see alot today.
