I think you hit the nail on the head in terms of the problem with many adaptations. Hitting an iconic scene means nothing when you skip all the foundation that leads to the iconic scene in the first place.
See "The Dark Knight Returns" homages in Superman V Batman for a great example.

What’s to explain? Avatar is a pretty pedestrian movie that is half live action and half cartoon with pretty hard cuts in between. If you had that same movie, but Jake Sully fell in love with a giant cat woman without ever having a cat body himself? I think you would see a very different reaction to that film. heck, I think you would see a different reaction to that film if he wasn’t paralyzed.

Avatar had over a decade of hype behind it and rejuvenated the whole 3D fad for a while. It was as much a leap in CGI breakthroughs as Jurassic Park.

This Battle Angel Alita is not worth comparing.

They are going for "otherness" but I think there are better ways to do it, particularly since none of the other characters have specialized traits. This still looks like something where they looked at the source material, saw one thing that defines anime/manga, and ran with it just for Alita, never bothering to think about how all the other characters are also stylized.

The difference between good CGI and bad CGI is you don't notice good CGI. In a world where unnoticeable CGI is used in almost every movie, it's not a reach to say that noticeable CGI is bad CGI. Also, sometimes you know it's CGI, but it doesn't fee awkward. This feels awkward (to me). There are plenty of movies that use blatant CGI and I don't feel they look like a video game cut-scene.

This CGI is not movie quality, but I don't blame them. I have yet to see humans rendered in CGI that look very good, unless they are in the background and not as noticeable. Even the CGI characters in Rouge One were cringe-worthy.
