UK Gambling Commission weighs in on how it can - and can't - regulate loot boxes

The loot box debate has hit the mainstream media in a big way in the past couple of weeks, specifically due to their appearance in Star Wars: Battlefront 2, resulting in both Belgian and Hawaiian authorities calling for a ban and launching investigations into the practice. But what about the UK Gambling Commission, which has stayed fairly quiet about the issue. Will it launch its own investigation anytime soon?

In short, the answer seems to be no. That's according to an official blog post from the Gambling Commission's executive director Tim Miller, which addresses concerns about loot boxes in video games.

Parliament is responsible for setting the definition of what is legally classed as gambling and the Gambling Commission simply enforces the laws laid down, the blog states.

"The law sets a line between what is and is not gambling," Miller wrote. "As the regulator we patrol that line and where an activity crosses it and presents a risk to people, especially children, we have and will take robust action."

The line is crossed, the Gambling Commission says, when players have the ability to cash out.

Major Nelson has revealed the Xbox Live Games With Gold titles for December 2017.

For the month of December, Xbox Live Gold members will receive four new free games – two on Xbox One and two on Xbox 360 – as part of the Games with Gold program. You can play both Xbox 360 titles on your Xbox One with Backward Compatibility.

On Xbox One, Xbox Live Gold members can download Warhammer: End Times – Vermintide ($39.99 ERP) for free during the month of December. Back to the Future: The Game – 30th Anniversary Edition ($19.99 ERP) will be available as a free download from December 16th to January 15th.

On Xbox 360, starting December 1st, Child of Eden ($29.99 ERP) will be free for Xbox Live Gold members through December 15th. Then on December 16th, Xbox Live Gold Members can download Marlow Briggs and the Mask of the Death ($14.99 ERP) for free through December 31st.

US State Senator Calls Star Wars Battlefront 2's Loot Boxes "Predatory"

United States politicians representing the state of Hawaii have condemned the use of loot boxes in Star Wars Battlefront II, describing it as a "predatory practice" that can take advantage of vulnerable people. In a press conference, state representative Chris Lee said he was taking action in order to "ensure future protections for kids, youth, and everyone [else]."

"This game is a Star Wars-themed online casino designed to lure kids into spending money. It's a trap," he said. "This is something we need to address to ensure that particularly kids who are underage, who are not psychologically and emotionally mature enough to gamble--which is why gambling is prohibited under [the age of] 21--are protected from being trapped into these cycles which have compelled many folks to spend thousands of dollars in gaming fees online."

Star Wars Battlefront II allows players to purchase loot boxes that contain rewards capable of impacting gameplay. It's also possible to unlock some of the Star Wars franchises most iconic characters quicker by purchasing these. Crucially, the rewards contained in the boxes are randomised, leading many to draw comparisons to gambling.

According to Lee, legislation that could change the way games with loot boxes are sold is being looked at in Hawaii and other states.

"We're looking at legislation this coming year which could prohibit sale of these games to folks who are underage in order to protect these families, as well as prohibiting different kinds of mechanisms in those games," he explained. "We've been talking with several other states as well [and] legislators there are looking at the same thing. I think this is an appropriate time to make sure these issues are addressed before this becomes the norm for every new game."

State representative Sean Quinlan emphasised that Star Wars Battlefront II is a game that he believes is being marketed at young players. "[It's] a AAA title that's being released by the world's largest gaming studio, and it has the most popular intellectual property in the world attached to it, and it's marketed squarely at children."

GameSpot: Destiny 2's Version Of Mercury Is Underwhelming So Far

GameSpot says a lot remains shrouded in mystery, but what they have seen so far of Mercury in Destiny 2 is underwhelming.

The first expansion for Destiny 2, Curse of Osiris, was revealed during Paris Games Week this year and is set to launch on PS4, Xbox One, and PC on December 5. We recently got a chance to play several hours of the game, including just over an hour of exploration in the new destination, Mercury, the new Public Event, and two new Strikes. While we didn't see everything Curse of Osiris has to offer, we left Mercury feeling skeptical about what's to come.

Mercury as a destination is actually a rather small, circular area on the planet called the Fields of Glass, which is connected to the Lighthouse that Bungie showed off last week. The most notable thing about the new map is the assortment of powerful, "high-value target" enemies you can fight--there seems to be more of them in the Fields of Glass than at other locations in Destiny 2. Other than that, it's an unremarkable donut map, and we couldn't even summon Sparrows there--seemingly to mask how small the area is.

While we were at Bungie's headquarters, the team behind Curse of Osiris stated that the theme of the expansion was "mystery." We spent an hour and a half roaming the Fields of Glass and the Lighthouse, and it's clear there are secrets we couldn't find. We looked for a good 15 minutes but didn't see any Lost Sectors, the hidden dungeon-like areas you can find everywhere else in Destiny 2, though we were explicitly told there was one and that would be marked on the map in a later build. We figured there's some sort of trick to all the powerful enemies, too, but we didn't have time to experiment properly.

Outside of the exploration on Mercury, the new Strikes added in Curse of Osiris are essentially retreads of two of the expansion's story missions. Repetition is to be expected in Destiny, and the Strikes themselves have interesting bosses, but there isn't much variety in the level design between their story and Strike versions.

Battlefield 1 Turning Tides Coming on December 11th

EA Games and DICE send along word that the Battlefield 1 Turning Tides DLC is coming on December 11th.

Players will soon be able to experience battles on land, in the air, and at sea on the newest front with Battlefield 1 Turning Tides, the third expansion pack available for Battlefield 1.

Battlefield 1 Turning Tides will be released in two waves - the first wave is coming on December 11th for Battlefield 1 Premium Pass owners. Players will be able to fight across a duo of epic maps, including Cape Helles and Achi Baba. In a new Operation set on these maps, players can take part in the 1915 British amphibious assault of the Gallipoli peninsula. There will be a new Infiltrator Elite Class, six weapons and two melee weapons added to your arsenal, and you'll get to rule the waves with the L-Class Destroyer. The second wave, coming January 2018, puts players in the North Sea to tackle two other unique maps: Zeebrugge and Heligoland Blight, with the chance to charge into battle with the new Royal Marines and spawn on the C-Class Airship.

Beamdog, a Canadian developer founded by ex-Bioware staff, has announced that they will be releasing an enhanced edition of PC RPG classic, Neverwinter Nights for release

The studio has been known for working on Infinity Engine games such as Baldur's Gate through Icewind Dale, and recently released Planescape Torment, as enhanced editions meant for modern systems. Neverwinter Nights is their first foray into Aurora Engine titles. Here is a listing of what the enhanced edition offers:
  • Improved Display: Your portrait, combat bar, inventory, and other UI elements adjust in size based on your chosen resolution including 1080p and 4k.

After Battlefront 2, EA Changes Need for Speed Payback Loot Crates, Progression

EA has updated Need for Speed Payback's loot crates and progression systems to make them more generous.

The post-launch tweak comes as Star Wars Battlefront 2, EA's other big launch of the season, suffers its own progression and loot crate controversies.

Need for Speed developer Ghost Games detailed how it had altered the game via a post on reddit over the weekend. In short, crates will now offer increased Rep and Bank.

Cruicially, however, you'll also get more of both from simply playing the game, without interacting with loot boxes at all. Events and beating Roaming Racers will afford you with more Rep and Bank to boost your progression.

While these latest changes were announced after EA's last-minute (but temporary) removal of Battlefront 2 microtransactions, Ghost Games has said its updates were "already happening".

"As you've seen from previous updates recently, we've been working on improving your experience with the progression," Ghost Games spokesperson F8RGE wrote.

"We've been using community feedback, along with our own in-game data and have come up with a number of changes, many of which are in the process of going live. Our aim with these changes is to make the progression, especially around the ownership of cars a much more enjoyable experience.

"If you're currently playing the game while reading this, please restart in order for the changes to come into effect."

CD Projekt Red: "We leave greed to others"

CD Projekt joint-CEO Adam Kicinski rattled fans when, in a Polish interview with Strefa Inwestorow, he said things like, "we're interested in Cyberpunk being commercially even more significant", and, "Online is very necessary, or very recommended if you wish to achieve long-term success."

Cyberpunk 2077 having online multiplayer is not something we've heard for a while but it is something CD Projekt Red has talked about before, even as long ago as in 2013, when studio head Adam Badowski told me Cyberpunk 2077 will be "a story-based RPG experience with amazing single-player playthroughs, but we're going to add multiplayer features".

The worry is not only whether synchronous multiplayer like this will detract from the kind of single-player experience we're all hoping CD Projekt Red can deliver in Cyberpunk 2077, but whether, in relation to being "commercially even more significant", multiplayer will be a conduit for the game taking more of our cash, through microtransactions or whatever.

Given the storm surrounding Star Wars: Battlefront 2 and loot boxes in general, it's an understandable concern, and presumably why CD Projekt Red felt the need to write the tweet it did.

"Worry not," replied CDPR to Pretty Good Gaming, in response to a video airing similar concerns. "When thinking [Cyberpunk 2077], think nothing less than [The Witcher 3] - huge single-player, open world, story-driven RPG. No hidden catch, you get what you pay for - no bullshit, just honest gaming like with Wild Hunt."

Then the clincher: "We leave greed to others."

Microtransactions in Star Wars Battlefront 2 Suspended Due to Pressure From Disney

As EvAv member Paranoia pointed out in this thread, it looks like the reason EA and DICE "temporarily" turned off microtransactions in Star Wars Battlefront II was because Disney told them to. VG247 has the story.

It appears the decision to temporarily remove microtransactions from Star Wars Battlefront 2 was due to pressure from Disney.

Reports from various sources state EA’s temporary removal of purchasable Crystals in Star Wars Sattlefront 2 was made after a phone call from Disney, which owns the Star Wars franchise.

EA removed the option to purchase in-game Crystals ahead of the game’s launch yesterday. These Crystals are obtained using real money and packs of Crystals start at $5 for 500 and up to $100 for 12,000 Crystals.

According to a source speaking with the Wall Street Journal, Disney was less than pleased over the online backlash and bad press Star Wars Battlefront 2 was receiving over the microtransactions, not to mention the convoluted rewards system.

This didn’t sit well with Disney CEO Robert Iger, according to the WSJ, and resulted in Disney’s head of consumer products and interactive media, Jimmy Pitaro, to contact EA.

A source speaking with VentureBeat stated Pitaro gave EA CEO Andrew Wilson a ring, resulting in microtransactions being temorarily suspended until the system could be revamped.

Another source, speaking with MP1st, corroborated the report. The site reached out to EA for comment, and was told the company wouldn’t provide comment on the matter.

Star Wars Battlefront 2 Being Investigated by Belgian and Dutch Gambling Authorities

Loot boxes are coming under scrutiny. Eurogamer has the story.

UPDATE 4:15PM: According to Dutch news outlet NU.nl, the Dutch Gambling Authority has now launched an investigation into whether games with loot boxes are games of chance.

In the Netherlands, games of chance are subject to licencing laws - however there is currently no licencing system for online games. The investigation is still in the research phase however could result in games containing gambling to be banned from sale until new laws are brought in.

ORIGINAL STORY 3:00PM: The Belgian Gaming Commission is investigating whether loot box systems used in Star Wars Battlefront 2 and Overwatch qualify as gambling.

Originally reported by VTM (via Gamasutra), the general director of the the Belgian Gaming Commission, Peter Naessens, told the local news outlet the commission is investigating whether the loot box mechanisms used in Battlefront 2 and Overwatch should be branded as gambling.

EA "temporarily" turns off Microtransactions in Star Wars Battlefront II

Electronic Arts has announced that they have "temporarily" turned off the pay-to-win real money crystal purchases in the upcoming Star Wars Battlefront II.

My take would be that they will turn them back on the second they get past the holiday shopping season. This is just to try to salvage their week 1 sales now that word is out about this game and the review scores are bad.

A special 'Season Pass Disc' for Xbox One and PlayStation 4 is currently available at retailers across North America and Europe. The disc includes the first episode of the season, as well as download access to all subsequent episodes as they are released.

Batman: The Enemy Within is a standalone product separate from the first season of Batman - The Telltale Series. Both products are licensed by Warner Bros. Interactive Entertainment and based on DC's iconic character.

SNK Announces It Is Profitable Again After Pivoting Back To Video Games

It's been a rocky few years for SNK, but it was very happy to point out today that it is finally profitable again.

SNK shared its official financial statements in Gazette Magazine today, showing off that the company is doing quite well for itself now despite being in the negatives last year. The difference is significant as well – in FY 2016, the developer posted a loss of 558 million yen, while FY 2017 brought it to a 3.105 billion yen net profit. In other words, it reversed its fortunes.

The company had been struggling slightly after its acquisition by Chinese company 37Games. CEO Koichi Toyama decided that the developer would turn its back on the semi-lucrative pachinko business and focus on video games again, rebranding as SNK instead of SNK Playmore. The first initiative of this newfound passion for games was King of Fighters XIV, which has apparently done quite well for SNK.

No official word from the publisher, Gazillion, just yet. It's worth noting that the in-game cash shops are still open for business, presumably to milk as much money from unsuspecting players as they can before they shut down for good.

Star Wars Battlefront 2 is one of the most enjoyable multiplayer games of 2017, especially if you like Star Wars. It's also more flawed than it should be. Battlefront 2 doesn't deserve to be wholly defined by loot boxes, but it's inescapable given the impact they have on some of the core modes. This is why you don't tie gameplay to microtransactions.

The dark side courses through Star Wars Battlefront II, playing mind tricks on gamers to spend more money to become stronger. By the time you read this review, there’s a chance EA may change how the Star Cards or loot crates work, but at this point in time, this predatory microtransaction model Force-chokes Battlefront II’s experience. It’s a shame to see a game with such clear greatness get pulled down to these depths. Star Wars deserves better. We deserve better.

Star Wars: Battlefront II is a pretty good game and you’re going to get it if you’re a fan of Star Wars, no matter what anyone says. I’m just thankful that the game is an improvement over the first attempt and is incredibly fun solo, or with friends online. The loot crates diminish its value greatly, and it’s a shame EA forces them down your throat as part of the core gameplay, but the game looks gorgeous and is enjoyable to play.

A mostly good adventure, then, but not without some major foibles. There’s no doubt Battlefront 2 is better than its predecessor but we do miss some the latter’s purity – guns, for example, still feel excellent to fire, but there’s so many of them now that you feel like you’re in Call of Duty shooter territory. Amidst a forcible loot system it creates a slight sense of soullessness that could see DICE’s latest effort risks fading into the background as another decent shooter that misses its mark.

Star Wars Battlefront 2 is a great game spoiled by a terrible business model. DICE and EA are going to be under a huge amount of pressure not just to tweak, but completely overhaul the metagame or face an even bigger fan backlash than they have already.

Underneath the terrible progression system, cheap payouts and more-than-gentle hand in the back towards paying for loot crates is the same excellent core, now across so much more content with the promise of more free maps and heroes to come.

EA Caves in and Changes Star Wars Battlefront II Character Costs

PC Gamer has the news that after a massive backlash, Electronic Arts has decided to reduce the number of credits required to unlock hero characters in Star Wars Battlefront II by 75%.

In response to the massive backlash against the cost of hero characters like Luke Skywalker and Darth Vader in Star Wars Battlefront 2—this EA reply to complaints on Reddit has earned 450,000 downvotes in just one day, making it the most-downvoted Reddit post of all time—Electronic Arts has announced that the amount of credits required to unlock the "top heroes" will be reduced by 75 percent.

"Making games great comes from regular tuning. As one example, today we’re making a substantial change based on what we’ve seen during the Play First trial," executive producer John Wasilczyk wrote. "There’s been a lot of discussion around the amount of in-game credits (and time) it takes to unlock some of our heroes, especially Luke Skywalker and Darth Vader. Unlocking a hero is a great accomplishment in the game, something we want players to have fun earning. We used data from the beta to help set those levels, but it’s clear that more changes were needed."

The reduction means that Luke and Darth, for instance, will cost 15,000 credits instead of the previously-announced 60,000 credits; Emperor Palpatine, Chewbecca, and Princess Leia will go for 10,000; and Iden Versio, the star of the Battlefront 2 campaign, will be 5000.

Amazon Adapting Lord Of The Rings For A Multi-Season TV Show

Amazon Studios announces a Prime-exclusive Lord of the Rings TV series with a possible spin-off, as well.

The deal, announced today, has Amazon creating a show that takes place preceding the The Fellowship of the Ring by J.R.R. Tolkien and is confirmed for multiple seasons. Amazon also confirms it will be exclusive to Amazon Prime's streaming service that is part of Amazon's Prime subscription. Amazon also has the rights to a potential spin-off series, but no details were made available about it.

“The Lord of the Rings is a cultural phenomenon that has captured the imagination of generations of fans through literature and the big screen,” said Amazon Studios' Sharon Tal Yguado.

Wolfenstein 2 DLC Release Dates Revealed

Bethesda has revealed more details about the upcoming DLC packs for Wolfenstein II: The New Colossus. The publisher announced its DLC plans for the game this past summer, and now it has confirmed when each of the expansions is scheduled to release.

As previously detailed, The Freedom Chronicles season pass consists of four DLC expansions for Wolfenstein II, the first of which--Episode Zero--is available now for players who pre-ordered the title or purchased the season pass. It will be followed on December 14 by The Adventures of Gunslinger Joe, a new mission that stars former quarterback Joseph Stallion as he "smash[es] through Nazi hordes from the ruins of Chicago to the vastness of space."

The third DLC expansion arrives a month later, on January 30, and is called The Diaries of Agent Silent Death. It puts players in the role of ex-OSS agent Jessica Valiant and has them "infiltrate Nazi bunkers in California and discover the secrets of Operation San Andreas." The final expansion, The Deeds of Captain Wilkins, launches in March and tasks players with dismantling a Nazi operation in Alaska.

The Freedom Chronicles season pass costs US $25 / £18 / AU $35 and includes all of the aforementioned DLC packs. Players can also purchase each of the expansions individually, though Bethesda has yet to announce pricing details for them.
